The Digital TV Group (DTG) has appointed Xavier Leclercq, Vice President of Business Development at Broadpeak, as the new Chair of its national Distribution Working Group.

The Group plays a pivotal role in exploring and championing innovative approaches to UK digital media distribution – whether via broadcast, IP, mobile or hybrid delivery. As audiences increasingly access content anytime, anywhere, the Group takes a holistic view of the ecosystem to ensure delivery remains interoperable, high quality, and universally accessible in a world of evolving standards and software solutions.

Xavier will work closely with the group members and the DTG’s own facilitators – CTO Alex Buchan and Strategic Technologist Yvonne Thomas to drive the distribution agenda.

Commenting on his appointment, Xavier Leclercq said: “It’s a privilege to Chair the DTG’s Distribution Working Group at a time of significant industry transformation. I look forward to collaborating with stakeholders across the sector to identify opportunities, address challenges, and support the DTG’s mission to ensure sustainable, scalable, and future-ready content delivery for the UK.”

Key priorities for the Group in 2025 include:

  • Re-evaluating CDN strategies – analysing why some content delivery networks have struggled, exploring the evolving challenges, and spotlighting disruptive approaches from new entrants reshaping the market.
  • Demystifying ultra-low latency streaming – separating hype from reality with a clear-eyed look at implementation challenges and opportunities.
  • Exploring multicast ABR in practice – sharing use cases where it has delivered measurable benefits, and understanding the conditions that enabled success.
  • Driving sustainability – examining how energy efficiency and carbon reduction can be achieved across the end-to-end transmission chain.
  • Redefining distribution models – assessing the commercial and technical viability of alternatives to DTT broadcast and identifying the stakeholders who can drive change.
  • Applying AI in real-world scenarios – focusing on tangible use cases that enhance delivery performance, streamline operations or improve the viewer experience.
  • Shaping the future of UK TV distribution – aligning with the work of the DCMS Future of TV Distribution Infrastructure Working Group, chaired by DTG CEO Richard Lindsay-Davies, to ensure industry input and cohesion.

Richard Lindsay-Davies, CEO of the DTG, welcomed the appointment: “The Distribution Working Group is vital to our mission of driving innovation and ensuring UK television remains resilient and remarkable. Xavier brings extensive industry insight and leadership, and we are delighted to welcome him as Chair.”
